The FILE receive location exhausted the network retry attempts

I was getting this error on Receive Locations in BizTalk 2004 on a Windows 2003 server. After applying the changes in the following blog post and MSDN article, it appears to have alleviated the issue. A reboot was required as well.

The FILE receive location \\vmapp01\e$\ClientMarketFiles\GreenMountain\FtpOut\Decrypted\*.xml exhausted the network retry attempts.
